As mentioned in the other thread there are also online versions of some software available for use in a browser that are mature products.
There are older Adobe versions and alternative products, student versions etc etc if you are money conscious, but I think you’ve found a good starting point for open source. There are perfectly adequate older versions and I’d be more than happy with anything from Adobe CS3 onwards. As I said the last time you posted this question, you are going to find a lot more free brushes, tutorials and actions if you stick with commercial products as they have a large user base. I’d start with those and if you hit walls in things that you can’t do then you may need to reassess your position on commercial products. The main players for both vector and raster images are represented in open source by Gimp and Inkscape. I think you’ve answered your own question.
